We’re excited to share a recent success in the City of Monash, where we secured approval for a Section 72 amendment at the existing medical center at Magid Avenue, Wheelers Hill. This outcome allows the practice to increase from two to six medical practitioners on site at any one time, significantly boosting operational efficiency and improving service capacity for the local community.
💡 What Was Involved?
Council’s assessment focused on whether the uplift in practitioner numbers could be supported by the site’s existing parking arrangement. The original 1990 permit relied on outdated parking controls, which had restricted practitioner numbers for decades. By reframing the assessment under the current Clause 52.06 PPTN parking rate, we demonstrated that the existing 10 on-site car spaces already exceed the modern statutory requirement, even with additional practitioners. Through clear justification, updated plans and strategic engagement with Council, we were able to secure approval without any need for physical expansion.
Here’s what we delivered:
🔹 Section 72 amendment increasing practitioner numbers from 2 → 6
🔹 Comprehensive town planning report and updated architectural drawings
🔹 Parking assessment under Clause 52.06 PPTN demonstrating compliance
🔹 Design of a new 2-metre front fence along Springvale Road to enhance security, privacy and site functionality
🔹 End-to-end project management from lodgment through to decision
The approved improvements will support:
✨ More practitioners and improved patient capacity
✨ Better service delivery for the local community
✨ A more secure and functional site for the owners
✨ Smarter use of existing planning controls without additional buildings
🏗️ How We Can Help You
This project highlights how underutilized capacity at existing medical centers can often be unlocked through targeted planning amendments, particularly for sites within the PPTN, where modern parking rates offer far greater flexibility than historical permits. At Canter Town Planning, we specialize in identifying these opportunities and navigating the assessment pathway to deliver practical, high-value outcomes for clients.s
If you’re looking to review an existing medical center permit, adjust practitioner numbers, or re-assess parking requirements under current controls, we’d love to help you explore what’s possible.
