Bk 2 Basics Wins Retrospective Planning Battle After Decision Overturned

After nearly 1.5 years of planning uncertainty, community campaigning, and legal pressure, Bk 2 Basics Melbourne has reached a major milestone. A Notice of Decision (NOD) to grant a retrospective planning permit has been issued by the City of Casey for its site at 54–60 Vesper Drive, Narre Warren — a crucial step toward securing its future operations. On 17 June 2025, Casey City Councilors voted in favour of an alternative motion, overturning the Council officer’s recommendation to refuse the application. This decision followed widespread media attention and community concern, with outlets such as ABC News and Berwick News predicting a likely refusal. Instead, Council chose to recognize the social impact of Bk 2 Basics — a charity supporting over 3,000 families and 7,000 individuals with food, clothing and essentials each year.

Since relocating to Vesper Drive in 2019, Bk 2 Basics has expanded into two adjoining industrial units, becoming a central hub for those in need. Without planning approval, the service faced unsustainable restrictions that threatened its model — and its community reach.

Canter Town Planning led the planning strategy across this high-profile and complex matter. We prepared retrospective architectural drawings, submitted a detailed planning assessment, and coordinated direct engagement with Council officers, objectors, and key Councillors. We facilitated site meetings and briefings to clearly communicate the operational reality and community value of the charity.

We also engaged and managed a specialist consultant team. RedSquare Traffic provided robust Waste Management and Traffic documentation, while Steradian Consultants prepared a practical Patron Management Plan — directly addressing Council’s concerns and strengthening the application.

The NOD includes workable conditions that allow the charity to continue operating within an industrial setting. These include limiting op-shop access to pre-booked users and removing retail-style signage, while still allowing monetary donations — a fair compromise that respects both community need and precinct character.
