šŸ” From Stalled Site to Planning Approval: Getting Third Avenue, Rowville Back on Track

Not every planning approval starts with a blank canvas.

Some begin with a project left unfinished, a planning permit that has expired, and a client unsure whether they’ll ever complete the development they set out to build.

We’re proud to have helped turn that situation around, securing a new planning permit through Knox City Council for a stalled townhouse development at Third Avenue, Rowville.

The site had previously received planning approval around 2019 and construction had commenced. However, following earlier project challenges, the development remained partially constructed and inactive for an extended period. As time passed, the planning permit expired, leaving the future of the project uncertain.

Canter Town Planning was engaged to establish a clear planning pathway to enable the development to move forward again.

Working closely with the client and project consultants, we coordinated the planning documentation required to support a new application, providing certainty and a practical pathway towards completing the project.

šŸ˜ļø Project Highlights

• Planning permit secured for three double-storey dwellings

• Three-lot subdivision approved

• Planning pathway successfully re-established for a partially constructed residential development

• Expired planning permit replaced with a new planning approval

šŸ“ Our Contribution

Our team managed the project from planning strategy through to permit approval, coordinating and submitting all required documentation, including:

• Town planning drawings & plan of subdivision

• Drainage documentation

• Landscape plan

• Full project management throughout the planning application process

A key focus of our planning strategy was creating a clear and coordinated approval pathway that enabled the partially completed development to move beyond planning uncertainty. Through careful coordination and proactive project management, we re-established the planning framework required for construction to continue with confidence.

✨ Why This Matters

Planning is about more than securing permits.

Sometimes it’s about helping clients overcome challenges, navigating complex planning issues, and providing certainty when projects have stalled.

This approval provides the client with the confidence and planning certainty needed to complete a development that had remained unfinished for several years.

At Canter Town Planning, we’re committed to finding practical planning solutions for challenging projects. Whether it’s a new development, an amendment, or helping revive a stalled project, we work collaboratively to create clear approval pathways and deliver positive outcomes for our clients.

If your project has encountered planning challenges or uncertainty, we’d love to help get it moving again.
