We’re proud to have secured planning approval for a Place of Assembly (indoor recreational and social club) at Ian Street, Noble Park.
While modest in scale, approvals for assembly uses within established activity centres are rarely straightforward. Successfully navigating these applications requires careful consideration of operational impacts, patron management, parking demand and compatibility with surrounding land uses.
This approval enabled the adaptive re-use of an existing commercial tenancy to create a safe, well-managed indoor recreational space designed to foster social connection, community engagement and positive recreational opportunities within the Noble Park Activity Centre.
The approved venue includes:
🔹 Pool tables
🔹 Chess, cards and dominoes facilities
🔹 Patron sign-in procedures and CCTV monitoring
🔹 A patron Code of Conduct and management measures
🔹 Strictly indoor operations with no external activity areas
🔹 A maximum capacity of 25 patrons during standard operations
🔹 Adult-only recreational use with no gambling, wagering or prize-based games
The proposal relied entirely on the adaptive re-use of the existing building, with no external buildings or works required.
🏛️ A Strong Planning Outcome
Securing approval required a carefully considered planning response addressing both the technical requirements of the planning scheme and the expectations of a well-functioning activity centre.
The application involved detailed justification relating to:
✔️ Place of Assembly considerations within the Commercial 1 Zone
✔️ Patron management and responsible operation
✔️ Amenity impacts relating to noise and patron behaviour
✔️ Car parking provisions within a major activity centre setting
✔️ Delivering a low-impact recreational use compatible with surrounding commercial tenancies
Through a coordinated planning approach, we demonstrated that the proposal could operate responsibly while contributing positively to the vitality and diversity of the Noble Park Activity Centre.
